Originally, the Equestrian Order was composed of Roman citizens who could afford to maintain a horse for military service, as cavalry played a significant role in the Roman army. Membership in the order was a mark of wealth and status, as equites (members of the equestrian order) were required to have a certain amount of wealth, typically measured in assets or property.

Over time, the role of the Equestrian Order evolved. During the Republic, equites could engage in commerce and tax farming (publicani), activities that were generally frowned upon for senators. This allowed them to accumulate significant wealth and influence, often rivaling that of the senatorial class.

Under the Roman Empire, the Equestrian Order became more formalized. Emperors began to use equites for administrative and military positions, including as provincial governors and as officers in the imperial service.
