To what extent was anti-Semitism in the U.S. government and in Congress a major reason more was not done, or was U.S. reluctance to become involved simply another manifestation of domestic political limitations, caused by the strength of isolationism in the 1930s and into 1940, experienced by the Roosevelt administration?
