A high voltage is applied across a sealed vessel containing gas at a very low pressure. If the voltage is high enough, electrons are stripped off the neutral atoms of gas (ionization), forming a current through the vessel. Some electrons recombine with positively charged ions, thereby giving off electromagnetic radiation, while other electrons cause further ionization of neutral atoms.
