The Answer is Use figure 3 to assist in answering this question(in the text). All public policies begin as public problems that are defined through a public debate by public actors and interest groups. Once the problem has been clearly defined, solutions are proposed and only become public policy solutions if they are not viable private enterprise solutions. This policy debate continues until a policy and political events coalesce around an event sparking a quick movement of the political solution through the policy process. If the policy solution survives this debate by affirmation of both houses of Congress and is signed into law by the President, it then moves through the implementation phase where the rule making occurs including public comment. Once this process is complete, the law goes through the monitoring and modification phase and ultimately back through the agenda setting process.
