The Answer is (1) Congregation is the result of (mostly) voluntary processes. The choice to live in a highly segregated neighbourhood has several advantages for minority groups. Most important, the congregation of minority groups helps to maintain and preserve their cultural and religious practices through daily interactions with others of a similar background. Furthermore, as a result of a strong sense of cohesion, this process allows for the mutual support of individuals who share a particular way of life via the availability of culturally specific institutions, businesses, and social networks. Congregation can also aid in minimizing social conflict between different cultural groups by helping to ensure that they remain apart. Finally, congregation can help minority groups to develop a local political power base by facilitating electoral representation.

This type can be the result of discrimination in the housing and/or labour market.
