The Answer is Generally it had little impact.Though it may have raised the public profile of unions,especially weaker unions,it didn't provide unions with any legal right to bargain collectively or to strike.Employers could still use the "cooling- off" period to stockpile goods in advance of a strike,intimidate and harass union activists,hire strikebreakers,etc.The one exception was the First World War,when the government used the act to prevent employers from firing workers for union activity,since that would have hampered Canada's war effort.As soon as the war was over,though,it was "business as usual."
