The Answer is There is no absolute right to appeal to the U.S. Supreme Court. The court reviews fewer than 0.5% of cases decided in the country each year.
With a writ of certiorari, the Supreme Court orders a lower court to end it the record of a case for review. A party can petition the Supreme Court to ssue a writ of certiorari, but whether the Court will do o s entirely within its discretion.
The Court will not issue a writ unless at least four justices approve of it. This is called "the rule of four."
Like all appellate courts, the Supreme Court normally does not hear any evidence.
The Court's decision in a particular case is based on the written record of the case and the written arguments, or briefs, that the attorneys submit.
