The Answer is The framers of the Constitution wanted to create a strong national government in order to provide a stable and prosperous economy while keeping citizens safe. Congress was given the power to regulate interstate commerce in order to create a true national economy. Congress was also granted the power to coin and borrow money, raise and support armies, and to declare war. The president was made the commander in chief of the armed forces. The necessary and proper clause was a broad grant of power and authority to the national government. The supremacy clause specifically determined that the Constitution was the supreme law of the land and that national law superseded state law. Yet there are parts of the Constitution that favor a more state-centered system. The states have a role in choosing the president via the Electoral College; they were given the power to ratify constitutional amendments; Congress was not permitted to outlaw slavery in the states until 1808; and the Tenth Amendment stipulates that all powers not delegated to the national government are reserved to the states or to the people. Responses will vary to the latter question about constitutional interpretation depending on values and views about the proper role of the national government and the states in American politics.
