The Answer is Several distinct groups of users can be identified, namely: the database administrator, IT staff, the employees at the corporate office, employees at other locations, suppliers, and customers. The key duties are in the hands of the administrator, the IT staff, internal auditors or a control group, and the non-IT employees who use IT services. Though many medium and smaller organizations will outsource programming and other IT functions due to the high cost of staying current and the low cost of providers overseas, some companies will have programmers, security and control and operations divisions within IT. A steering committee composed of interested users throughout the organization typically decide which projects are most important and urgent and authorize the programmers to begin work and evaluate the final product before they, with the agreement of the administrator, authorized it to be loaded onto the server.
The control group monitors the IT staff as does the administrator. The Steering committee monitors the activities of IT and IT controls access of users to information. The security staff insure that the organization computer networks are not invaded and unauthorized access is precluded.

Such packages like SAP are generally not easily modified by programmers within the company, but have many toggle switches which anticipate the variety of needs management may have thus alleviating the need for custom work.
