They are the most trained technologists for the organization, and they need to be treated as such. Nothing alienates an IT staff more quickly than to hire an outside consultant without first tapping the expertise in house.
The most important reason for involving the IT staff at this point is to make them aware of the proposed project, since they will be the ones who will provide technical support and training. This group will be the strongest promoters of the new technology to the users. If the IT staff is alienated from the planning process, the project will likely be slow to take off or even fail.
